When running blender on a multi screen system with a screen to the left of the primary screen; it is not possible to position a blender window on that left hand screen and save that position to the user defaults (so the window starts on that screen when running blender again in the future).
i.e. it appears blender either wont save or wont use negative screen space coordinates, and just starts any window at 0,0 if it was saved in negative screen space.

(i suspect this is old news, but, i looked and couldnt find anything on the tracker, could be somehow related to the -W and -P startup options not working yet? #19800 )
