when VBO is enabled and multiple images are assigned to a mesh then only one image is visible in 3dview. when VBO is disabled both are visible.
i think the blend file should explain the problem, just open it and enable/disable VBO and see the difference in 3d view.
also on the attached picture you can see that the paint stroke doesnt get updated whith VBO enabled when starting to paint on the 2nd image.
