Check attached blend, open it, select object and run smart uv in object mode. It should create totally messed up UV's.

i am not a dev just a random user who check this
the smart uv it seems to do what always did, the mess that i see in the uv editor its simply fixable by doing Ctrl+A to average island size and Ctrl+P to arrange them inside the uv area or setting an island margin of 0.0001
What i see as a bug is that the smart uv is not arrange the uvs with an island marigin of 0.0, at least on this geometry with lots of loose parts
