Broken: 2.70 RC2 windows64 vc2013 preview
Worked: 2.70 RC1 windows64 vc2013 preview

Short description of error
2.70 RC2 windows64 vc2013 preview will not run. Error says "The program can't start because MSVCR120.dll is missing from your computer. Try reinstalling the program to fix this problem." Additionally, the .dll in question can be found in the blender-2.70-RC1-windows64-vc2013_preview folder, but not the blender-2.70-RC2-windows64-vc2013_preview folder.

Exact steps for others to reproduce the error
Attempt to run the 2.70 RC2 windows64 vc2013 preview version of Blender in Windows 7 Ultimate x64 as downloaded from http://download.blender.org/release/Blender2.70/

Workaround
Copy MSVCR120.dll, MSVCP120.dll and vcomp120.dll from blender-2.70-RC1-windows64-vc2013_preview folder to blender-2.70-RC2-windows64-vc2013_preview folder.

Yes it is me. I will update my release checklist. and figure out why scons does not correctly copy this for me.

I am unsure if I should update the zip's ?

Or just remove the 2013 build. CUDA is broken anyway. RC2 is a bit of lame horse as a result.
