Blender Version
Broken: as far as i can tell since the option was introduced.
Worked: never

Short description of error

blender doesn't use the scripts folder pointed at with the --env-system-scripts parameter.

Exact steps for others to reproduce the error

blender --env-system-scripts c:\wherever\does\not\matter
