In Blender 2.8, we want to remove all settings and options from the toolbar, and just present a list of tools. The tool settings will be moved to the Top Bar, but there are still some settings left that need a new home. Here's a list:
Object Mode
History Panel (Undo, Redo, History, Undo History Repeat Last)
These we can simply remove. We may want to later create a real History Editor for better overview of the history.
Create tab (for adding things into the scene)
All this is also in the Add menu. We can just remove it.
Relations tab
These are duplicated in menus. We can remove this completely.
Animation tab
These are duplicated in menus and in the properties, for motion paths. We can safely remove this tab
Rigid Body Tools
These commands have always been odd. They are so specific to one feature. We can move them to the 'Commands' tab/menu in the toolbar for now.
Grease Pencil tools
Since this applies to all modes, and we want to make Grease Pencil act as an active tool, we want to keep Grease Pencil. I think it makes sense to keep them in their own 'tab', even if it's represented as a menu at the top.

These will be displayed in the Top Bar when you have the relevant Grease Pencil tool selected.

We could add an entry on the right side of the top bar called 'Options'. This opens a popover with these settings inside.
Sculpt Mode

These go in the Top Bar. We can also put them into a new Tool Settings Editor.
Weight Paint Mode

These we can put into the Commands tab/menu
Weight Paint Options
We could add an entry on the right side of the top bar called 'Options'. This opens a popover with these settings inside.
