Short description of error
the problem occurs with all versions of blender 2.8 and all models
in edit mode:
the modeling is practically useless, in edit mode the view of the models is full of lines and makes it impossible to edit the models, the selection of points, segments or polygons works, can be selected and moved, the problem is only visual. if the 3dview is rotated the lines flicker randomly. I noticed that in edit mode the editing of the models is heavier (gpu consumption) due to these wireframe errorros.
in object view eevee works correctly, even the transparent wireframe view shows the models correctly.
I think it's some small problem that comes from drivers, this type of video card no longer gets driver updates from amd since 2016. The latest version is the Non-WHQL-64Bit-NIEG-Radeon-Crimson-16.2.1-Win10-Win8 .1-Win7-Feb27
on linux this problem does not occur with the lastest updates of mesa 18.1.2 and gallium r600 drivers (although there are other shading problems with eevee that I hope the freedesktop guys are able to resume soon)
