Short description of error

imported file with UV coordinate, the UV get scrambled.

Exact steps for others to reproduce the error

step 1:

import file into blender 2.8

Step 2:

Go to the "UV Editing" tab. and notice at the UV window, the UV islands are looking perfect, but once you pan in the view it gets scrambled.

Confirmed, I believe the root of the issue is the same as T56735, looks like there is some new UV checking process somewhere that does not like it when mesh does not have all needed UVSeams…
