When I go to Edit -> User Preferences -> System blender crashes instantly

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps
Edit -> User Preferences -> System

The critical line is this:

 mesa: CommandLine Error: Option 'enable-value-profiling' registered more than once!
LLVM ERROR: inconsistency in registered CommandLine options

It's not a bug in Blender, but in the system OpenCL implementation. The workaround is to uninstall the beignet and pocl OpenCL packages. For more info:
