The knife tool does not work in Object Mode, that is not a bug. You have to switch to Edit Mode using the Tab key.

If you press the Tab key and then press K, does it work?

Knife tool changed a lot in 2.80. If you can reproduce this in 2.80 go ahead and re-report it, otherwise I'm closing it for now.
