Operating system: Windows 10
Graphics card: GTX 960

Blender Version
Broken: 2.8, January 14th release

Worked: 2.79

For no apparent reason, in the UV editor, using the scroll wheel to zoom in and out, or pressing the middle mouse (also the scroll wheel) to pan around, will suddenly stop working and just as randomly, start working again.

Just open the UV editor and start zooming and panning around with the middle mouse button and scroll wheel. If it helps, I'm using a Logitech M705 wireless.

I can confirm this bug. I'm having the same problem. I seem to notice it has something to do with the mouse position. It almost acts as if the UV editor work space is losing the mouse focus, as if the code thinks the mouse is hovering a tool window or such. As far as I can tell, it effects panning and zooming. I'm using an MX Master 2S Logitech mouse.
