Operating system: Windows 8.1 64-bit Operating System
Graphics card: GTX 1080

Blender Version
Broken:
(example: 2.80 32-bit, 2019-01-22, as found on the splash screen)
Worked: (optional)

Short description of error
If I open the Material Panel directly from startup, the topbar buttons and Editortype icons locks up. If I click through each panel tabs on properties editor and then go to the material tab, Blender crashes.
My pc is a bit old so the 64-bit version for Windows of 2.80 Beta doesn't open on it at all. So I don't know if this issue is general in every computer or not.

Exact steps for others to reproduce the error
Based on the default startup.

What to you mean exactly by 'material panel'? Can you provide more exact steps to reproduce the issue?

Hello! With the latest build of Blender 2.80 Beta, this bug is partially fixed. Now only the ribbon below the Topbar freezes and stands in front of the Topbar Menus if you switch to Material Tab. 3 days ago, after you switch to Material Tab, Topbar Menus stand behind of the entire Blender's UI.
