Operating system: Windows 7 Ultimate SP1 64 bit, Intel Q9400, 4GB RAM
Graphics card: Nvidia GeForce 9800 GT 512 MB

Blender Version
Broken: 2.80, dc3b5024be1a, blender2.8, 2019-01-23.

Short description of error
In a simple scene with a non-sun light when I enable the shadows in the light object panel, the meshes become completely black.
This for:

  • EEVEE engine if Shading is Rendered or Material Preview.
  • Cycles Engine if Shading is Preview Material.

Exact steps for others to reproduce the error
Startup File
Select EEVEE as Render Engine.
Add a Plane and Scale it. (for view the shodows)
Shading Mode: Rendered or Material Preview (Look Dev)
Result: the meshes are completely black.

...but if ...
Select the Lamp.
Disable shadows (or change the Lamp type to Sun)
Result: the meshes are correctly shaded.
