Short description of error
Having selected multiple objects and adding a new UV map adds new UV map only to the active object.
Also when selecting an UV map in the UV editor on multiple objects at once when objects have different UV map active cause to swap the active UV map to other on every object, but not setting the proper UV map.

Exact steps for others to reproduce the error
Add second UV map to multiple objects selected - new UV map will be added only to active object.
On one object change the active UV map, then select all objects in the scene and go to UV edit. In the UV editor change active UV map - active UV map will change on all objects based on what UV map was set as active before or active UV map will change only on active one.

The properties editor only works on a single active object, not multiple objects. There is T54862: Multi-Object Properties Editing to make that possible, but the current behavior is intentional.

So, I am not sure what is happening. Was the bug resolved as part of T54862? or is it considered intentional?
