Short description of error
packing 32bit tiff env texture results in 8bit-like behavior

Exact steps for others to reproduce the error
use cycles as engine, setup env texture with 32 bit tiff panorama, set strength to have something reasonable and test render. (screenshot unpacked) go to File > External Data > Pack All Into .blend, save as, quit. open blender and file with packed tiff, test render (screenshot packed), notice all is darker, adjust strength looks weird. with panorama saved as .exr in exactly the same scenario works without a change. i can provide files if needed. unpacking tiff restores its function, and also remained the same as before packing (checked by opening in photoshop and layering original on top on unpacked)

Could you provide this 32bit panorama and the .blend file?

You need to go into the image settings and change colorspace to Raw for it to work:

@Brecht Van Lommel (brecht) I could have sworn that we had a task for issues like this already, but I can't seem to find it.
