Short description of error
I was working with my mesh fine and zooming in an out and I believe I had an object in edit mode and I used "SHIFT-B" to border zoom and things "glitched" everywhere and the mesh has parts that are invisible and sort of "ghosts" and appears even when I turn the visibility off for different meshes.

Exact steps for others to reproduce the error
This is based on the default startup file and I've attached my .blend file that still opens and gives me this error. (I saved the file after the glitch happened).

You have region clipping enabled: View -> View Regions -> Clipping Region.

My apologies! Is the "glitch" thing that happens all over expected behavior?

Yes, although there is a bug with workspace engine + xray + solid mode.
Making it look more like a glitch - known issue: T60779
