Graphics card: UHD Graphics 620

Blender Version
Broken: (example: 2.80, edbf15d3c044, master, 2018-11-28, as found on the splash screen)
2.79b
Worked: (optional)

Short description of error
after i reinstall my pen tablet software blender crashes on minimize, touch in taskbar, or anything really.
iv'e tested it by uninstalling the pen tablet software multiple times

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
just install it and run it, you might need to restart your pc for it to work

please run with blender_debug_log.cmd in your blender folder and attach the produced files to this ticket.

Also try the latest daily builds (2.79 and 2.80). There have been many fixes in this area since 2.79b.
