Short description of error
I just found out that in this version that the tabs in region window which reserved for add-ons only, they have some selection issues


sometimes the cursor click through those tabs and move the 3d cursor under that tabs

Exact steps for others to reproduce the error
i've tried with several add-ons that have tabs, and the problem persists with every add-ons other than the one i use when i found the bug. I'm not sure which version started this bug because i didn't update my 2.8 for about 2 weeks until now.

Hello, before i report this bug i remember you can move the order of the tabs in region window, now when i do this it is doing the marquee selection box.
