Issues while render with limit distance constraint in inverse kinematics controllers, if i remove them, it works

As stated in the report, works fine in the viewport playback but breaks when rendering the animation.

This is an unreported dependency cycle: the IK controller cannot depend on the IK chain bones for obvious reasons. The real bug here is that the cycle isn't reported.

This is very much the same as T63136.
Reportedly, such configurations worked in 2.79, but i didn't get to the root of why exactly it broke.

But indeed should either support things on the same level as before or properly report cycles.
