Operating system: Windows 10 64bit
Graphics card: RadeonPro WX7100 x2

Blender Version
Broken: blender-2.80-c252fe7a32ab-win64
Worked: (optional)

Short description of error
Blender starts normally when two monitors are turned on. When only one monitor is turned on, error information about Unsupported Graphics Card or Driver - with support for OpenGL 3.3 or higher - shows up.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Do you have both monitors plugged in the same GPU?

Yes I have.
Today I discovered that when first monitor is turned off and second is turned on blender is running. When first monitor is turned on and second is turned off error message shows up.

The problem occurs when RadeonPro 19.Q2.1 drivers are installed. With earlier (19.Q2) version, Blender works properly.

After latest RadeonPro drivers update (19.Q3), problem does not occure.
