This panel is only supported in some editors. Adding support for it in more editors and for all the operators available there would be good, but it's not a bug.

Related to this: D5152 and this D5166

It seems to me like the operators are already attached through F9, but it is only(?) the expandable button missing like in the 3D View. Users not knowing about F9 will miss a lot of functionality without the exposed button.
