Broken: version: 2.80 rc1

Short description of error
The splash screen shows just the image from 'Spring' but not the New File, Recent File stuff underneath.
The toolbar on the left is invisible and unclickable. The shortcut to open it (and also the Sidebar, Tool Settings, and Adjust Last Operation) is apparently now 'O' but pressing the O key does nothing.
When I went to report a bug there was nothing under the Help menu

Exact steps for others to reproduce the error
Download blender 2.8rc1, drag app icon to applications folder, open blender.
