Operating system: Mac OS 10.14.5 "Mojave"
Graphics card: Intel UHD Graphics 630 1536 MB

Blender Version
Broken: blender-2.80rc1-macOS (Release Candidate)
Worked: any builds before RC

The Cycles Engine is completely missing in the list of available Render Engines.

Therefore crashes everytime trying to render for example demofiles like "bmw27" or "classroom"
or anything that uses Cycles.
Everything worked fine in the last builds before.

Does it appear if you load factory defaults?

No, tried it, cycles still not available.

Yes, possible.
I also discovered recently that items in the "help" menue are not showing up,
and "Keymap" and "Add-ons" are completely empty in
peferences panel.
