Graphics card: intel(R) Core(TM) i3-4030U CPU @ 1.90GHz

Blender Version
Broken: (blender-2.80rc1-windows64 , 2019-7-12, )

Short description of error

When I open a saved project I get a problem in quality ( grease pencil multisampling ) it's not working , the animation appears to be in pixels _the happened in beta also _ but what did not happen at the beta was that all the filters did not work

@Sebastian Parborg (zeddb) No, I never had any news about this... the multisampling is defined by User Prefs parameter, I don't know why is doing that.

I cannot reproduce it on my PC.

As a side note, the multisampling is not workign fine with VFX and there is a task opened for 2.81 (T66293) to solve that, but this fails always, not sometimes as the bug report.
