Missing toolbar items.

Open Blender. Instead of the toolbar I see an empty indented space. Object & edit mode.
Toggling "Toolbar" in view seems to shift the "User perspective" text to the side where I expect Toolbar to be.

Deleted entire ~/Library/Application Support/Blender/ folder but didn't help.
