Intel HD Graphics 630 1536 MB

Blender Version
Broken: Version 2.80 (2.80 2019-07-11)

Short description of error
After launching blender, there is no toolbar visible in Layout View

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Download blender.
Launch it.
Look in the left side of the window{F7604113}

If I move the mouse around up there, I see the cursor change to a split cursor in certain locations. But I don't see any toolbar items!

Here's a quicktime move of me trying to get the toolbar to show up. I can even resize the "invisible" area to no effect.
Also note that I already chose "file-> defaults -> load factory settings" to try to reset.

I believe this was just fixed. Can you download blender 2.80 release candidate.
