Short description of error
I am able to bind a camera to marker using the drop-down menu. But shortcut CTR B does not work.

Exact steps for others to reproduce the error

  1. Open default Blender;
  2. On the Timeline press Ctrl + B.

This operator is only called by keymap if the cursor is in the markers' region (see event_in_markers_region).
This is a bad usability because ... where is this "markers' region"?

I guess this should be available everywhere in the editor. @Jacques Lucke (JacquesLucke) you were the one doing changes here, did you change this intentionally?

The keymap stuff was mostly handled by @William Reynish (billreynish).
I'm fine with making the shortcut work in the entire editor.

If we can make the keys work in the whole editor with no conflicts, that's certainly better.
