Short description of error
As documentation says, maximum should limit field`s influence. But it don`t.

Exact steps for others to reproduce the error

This is related to the Shape parameter which in this case is Plane.
It takes very engaging work to get a clear representation of the resulting effect.

Investigating this report, I found a bug related to the Shape parameter:
T67115: Changing the Shape option of a Force Field object does not refresh the animation.

Although not an exact representation, it demonstrates what it intends, so this is not a bug.
The particle system will have some changes in the next releases, it is quite possible this area will be revised.
