To me, it looks like lattice deformer is working as expected. If it is not the case for you, precise clearly what step is unusual.

I can apply the effect of the modifier both onto the base mesh or as a shape key, without an issue. I'm not going to watch an 8 minute video to try to understand the problem, when you could've just filled out the bug report form appropriately and not forget about steps to reproduce! :)

apologies - details in bug T67631 - It's just that things keep changing and difficult to keep up with them.
met Carlos at SIGGRAPG in L.A. who explained how to do it.
