Broken: version: 2.80 (sub 74), branch: master, commit date: 2019-07-18 14:52, hash: rB38d4483c6a51
Worked: (optional)

Short description of error
Ctrl + B short-cut in Timeline View is not working as expected.
Only works near Scroll-Bar area, I think it's should works on whole editor (as in 2.7).

Another Prob:
In 2.8 you can bind the camera to markers even if no marker exists
2.7 just works fine as show:

Exact steps for others to reproduce the error

As you can see no marker, But Assign Camera to Marker works

Event Timeline

Yeah! But i have mention an-other prob here (maybe i have to report in separate thread).

I mean without markers you can bind the the camera to markers, In 2.79 if no markers you can't.. or nothing marker is selected...
@Germano Cavalcante (mano-wii) Please! Is i 'am missing something, or it's a bugs...

Usually we only consider one bug per report.
And if usability has changed a bit in 2.8 I don't see it as a bug.
