Short description of error
The "Spin" and "Screw" tools are not well implemented as classic operators and they are not included in the header bar menus. And the "Screw" tool is not available as an active tool.

Exact steps for others to reproduce the error
#1.- The "Spin" and "Screw" tools both continue to exist and are found as classic operators by typing their names in the search option (F3), but they are not included in the header bar menus, and are not found in the bar and panel indicated in the Blender 2.80 User Manual, since this left sidebar of tools no longer exists as such in the new version.

#2.- Specific problems with the "Spin" operator:
· The "Spin" tool, executed as a classic operator (from the search, with F3), uses a default angle of rotation of 0º which causes confusion (while in version 2.79 a default angle of 90º is used).
· The "Spin" tool does not work with the Alt+R shortcut indicated in the Blender 2.80 User Manual: https://docs.blender.org/manual/en/dev/modeling/meshes/editing/duplicating/spin.html

It does not since you use "new" or "industry compatible" keymap. And yes, it uses 0 degree spin as you've mentioned.

Yes, I know that "Spin" can be used as an "active tool", but the fact is that it does not exist in menus, or keyboard shortcuts, or any button as a "CLASSIC OPERATOR", while it is still in the Blender code but is only accessible in search F3.
However, "Screw" cannot even be used as an active tool, and either from menus or keyboard shortcut.

As for the keyboard shortcuts, what I mean is that, now, in addition to not finding those two tools as classic operators anywhere in the UI (only "Spin" as active tool), they cannot be accessed with any keyboard shortcut (I don't think the main problem is whether the shortcuts are an industry standard or not, but simply DO NOT HAVE KEYBOARD SHORTCUTS OR ALSO AND NEITHER THEY DON'T ARE ACCESSIBLE AS "CLASSIC OPERATORS" FROM NO PLACE OF THE INTERFACE, AND ONLY THEY ARE ACCESSIBLE SEARCHED FROM F3). The situation is that, if there is no accessibility of any kind (as in the case of "Screw"), something should be enabled ... I do not say that it must necessarily be a keyboard shortcut ... or maybe yes ... or an entry from menu ... whatever, but something!

And for greater confusion, not even the access to those tools indicated in the User Manual does not correspond to the reality of version 2.80

If yes, please split-up this report into multiple smaller reports. Each should only report a single issue. Currently, this report mentions multiple issues that don't really belong together.

Yes, still an "issue".
I also think these are so tightly coupled, we can leave as a single report.
That being said, I am also unsure how to handle this report, it is not uncommon for an operator to not be in menus [well in 2.79 they were...]

  • documentation needs an update for sure [even if just saying that it is only available via F3 search]
  • if we add Spin to a menu, it should indeed be called with 90° by default.

Will tag as Known Issue for now [since it is not really a bug-bug...]

Various fixes have been made both to blender and the documentation to address this.
