Description

Currently some keys used during transform are hard coded, a few aren't available in the modal keymap either (O, C, N), see transformEvent.

It's not useful to be able to edit the modal keymap when there is also functionality only accessible from hard coded keys.

All functions should be moved to the modal keymap and hard coded keys removed.

It looks like D6454 tackles some of this. Should it be expanded, or should the rest be covered in a second patch?
