A possibly related bug. If you open a 2.79 blend in 2.80 and the original blend contained objects on a hidden scene.layer the hidden objects come into 2.80 as a collection that can't be made visible using the outliner or the object visibility panel, or ALT-H.

The issue is because hidden objects in 2.79 are mapped to Disable in Viewports.

Hiding objects in 2.8 works a bit different, because it is per View Layer, so it's a different flag.

I'm fairly sure this is not a bug.

@Brecht Van Lommel (brecht) Before I close - is this correct and expected?

@William Reynish (billreynish) H and ALT+H are for the Hide in Viewport option, whereas the imported 2.79 files have Disable in Viewports enabled. The shortcut simply has a different meaning in Blender 2.8. Loading the 2.79 file could perhaps use the Hide in Viewport rather than Disable in Viewports to cause less confusion since the other restrictions toggles are hidden by default.

Not a bug, and we can't convert 2.7 to different properties since they don't behave the same.
