Win 10

Blender Version
Broken: blender-2.81-85a7cebd537d-win64

Not sure if it's a bug or not, but "UV transform" from nodes doesn't work in solid/texture view? It only works in lookdev/rendered views.

This is not a bug. Material nodes are not visible in Solid mode.
