Short description of error

Exact steps for others to reproduce the error
Blender file crashes when a numerical value (either keypad) for rotation is tried to be entered for rotating a vertex (about any center) in edit mode. Achieved at recreating the error with a primitive cube on startup.
To reproduce error:
Load Blender 2.81 Alpha startup file. Select the primitive cube, hit tab, select a vertex (or all,. hit r and try to enter any numerical value.

I can't reproduce the bug here.
Have the steps been well described?
Cube -> Edit Mode -> Select 1 Vertex -> Press R -> Type numeric value -> Enter.

Yes. The steps are right. My file crashes as soon as I hit the numerical value. I reproduced it several times - also after shutting down my computer and rebooting it another day. FYI I have both 2.79b and 2.81 alpha installed in my pc.

Another issue I'm facing is, when I try to open a previously saved 2.81 alpha file by double clicking the saved file, the interface that opens up is of 2.79b and I find all of my objects missing. Also any annotation that was saved earlier now appear in pink strokes of grease pencil. A workaround I found was to open the saved 2.81 file from within a 2.81 startup file.

Blender 2.81 Alpha is not a single version. Every day there is a new build, so we need date or hash in the report.

This particular issue was already fixed in the latest build.

Blender 2.81 does not have an installer and will not be registered to open .blend files from the file browser.
