Short description of error
In EEVEE the transparent BSDF appears to clamp values whereas in Cycles it does not.

Exact steps for others to reproduce the error
In the attached blend file switch the viewport shading mode to rendered. Note that in EEVEE the gradient renders from black to transparent. Now switch the render engine to Cycles. The gradient here goes from black to white as the white values exceed 1.

I can reproduce this in a Ubuntu 19.04 VM on Blender v2.81.
GPU: Intel HD 630 using VMWare SVGA II Driver.

Alpha blending in Eevee is more limited than Cycles, this is a known limitation though some improvements are planned in this area.
