Short description of error

When a transparent object is curved and thus can visually "overlap", the overlapping area becomes glitchy in the viewport (both lookdev and Eevee, but not Cycles):

Exact steps for others to reproduce the error

Open attached file and rotate around the mesh.

You forgot to upload file generated form Help > Save Sysyem Info, however with your file i have this result in Lock Dev, Eevee and Cycles rendered viewport on linux Blender 2.80 f6cb5f54494e (Stable) AMD FX8350, 16GB DDR3, GTX690 2+2 GB VRam- Nvidia drivers 435.17 an latestdailybuild Blender 2.81Alpha (2019-08-21)

The operating system, main memory size, GPU brand and model, GPU driver version and Blender hash or its build date may be needed by developers to investigate this issue

Check if the hardware and operating system have the latest update installed and if they are working properly outside of Blender

Update your GPU drivers from Nvidia support site can solve/mitigate this problem

Looks like typical sorting problem with Alpha Blend mode? See https://docs.blender.org/manual/en/dev/render/eevee/materials/settings.html#sorting-problem
If you dont need real lighting in your shader you can use the Transparent BSDF node, that suffers from the same sorting problem internally, but is not noticable.

Yes this is general alpha sorting issue.
