Short description of error
There is no auto-center option for the Text effect strip in 2.80 but there was in 2.76. (see: https://www.youtube.com/watch?v=Q-qMPzhFNwg - see time 3:31)

Exact steps for others to reproduce the error
To Repro:

File | New Video Editing
Add Text Strip

See the strip properties for "Effect Strip" will be:

  • Text
  • Size
  • Color
  • Shadow
  • Horizontal
  • Vertical

etc.
The Horizontal and Vertical properties look like they should control the positioning of the Text but they don't, they control the pivot point of the Text object.
The alignment of the text is always left and there's no way to change it but a better way would be to have a new property...
Alignment: Center | Left | Right | Justified

Can you provide a simple file demonstrating the problem?
Also, the steps to reproduce it are a bit confusing.
At first you refer to a "Effect Strip", then you refer to a Text object with pivot point.
Both are different things.

I have run into this issue as well while trying to make a simple lyric video, I found that using text wrap caused the text to align to the left of the text wrap space and not centered and found no way to fix it.

As you can see the first text strip "You probably.." has no word wrap and is centered as it needs no word wrap and thus is centered by it's positioning, However after adjusting the word wrap width of the second text strip "Don't know that little part of me" the text is aligned to the left of the word wrap space.

It looks like the same issue as T71082 which was closed since it works as intended.
I know this is a good feature to have, but we don't deal with feature requests in the bug tracker.
