System Information
Operating system: Darwin-18.7.0-x86_64-i386-64bit 64 Bits
Graphics card: AMD Radeon Pro 570 OpenGL Engine ATI Technologies Inc. 4.1 ATI-2.11.20

Blender Version
Broken: version: 2.81
Worked: (optional)

Short description of error
GP layer multiply blending mode gives unpredictable results. The blending mode seems to work differently when overlaying the canvas rather than the underlaying layer. Using the layer opacity slider will work correctly only on areas that are not overlapping other layer fills. When an underlaying fill layer is present moving the opacity slider toward ero will have mostly no-effect until it pops out to 0 when closest values are approaching.

multiply + opacity 1.0

multiply + opacity 0.5

multiply + opacity 0.15

multiply + opacity 0.01

Exact steps for others to reproduce the error
open attached blend file and use the layer opacity slider

We have a task for these issues already: https://developer.blender.org/T66293

@Philipp Oeser (lichtwerk) I think you can merge both.
