Short description of error
I cannot rotate the view in any blender file I have (including the startup files) using the middle mouse button or widget. I have seen at least one similar bug reported
(https://developer.blender.org/T68963),
but my files do not change the orbital sensitivity to 0 when saved as in the aforesaid bug report.
Instead, my orbital sensitivity is set to 1.0 and no amount of adjustment on my part
seems to solve the issue (i.e. I set orbital sensitivity to 0.4, and the problem persisted).
This does not happen in version 2.80 stable release.

Exact steps for others to reproduce the error
Simply open the file I provided here and try to rotate the viewport. I do not know if you can replicate it - or if
it even has something to do with any particular file - it happens to all of them. so I attached a simple replica of
my general start up file.

Tried here also on a Linux machine with 2.81 Beta and 2.82 Alpha, view rotates just fine. Perhaps you accidentally changed the keymap to Industry Compatible? That one navigates using alt+mouse buttons instead of the middle button. Try loading the Blender keymap in user preferences.

I checked that too unfortunately, alt+mouse buttons didn't rotate it either - BUT FORTUNATELY - it is working now. I essentially wiped everything blender related from my
linux machine and downloaded the .tar file again and it worked just fine. I repeated this process several times - ALL GOOD. I actually couldn't replicate what had happened
earlier. So I suppose this is solved/invalid now. Still not sure what happened - but I imagine it was user error. Thank you for your help.
