In the Annotations panel the add button tells me to add a grease pencil data-block. Shouldn't it be a annotation data-block? The python operator names are also misleading.

Open Blender, open sidebar, open Annotations panel, hover over tooltips.

This is not a bug. Annotation are internally grease pencil data.

Anyway, I want to decouple some functionalities (T71497).
