proportional editing stopped working I can only move 1 vert. at a time and mouse wheel won't scroll after grabbing vert. I have tried other settings but nothing helps. I also uninstalled program then did new install and nothing changed.

when trying to use proportional editing I can grab only 1 verticies at a time instead of a group as in tutorial 2 of the doughnut. the tool will work as long as I don't change the size and shape as in same tutorial.

Thx for the report.
Looks like you are hitting G again (this will go into Vertex Slide[GG], which is different from normal G...)

From the video I cannot see a bug, you select one vertex, grab with proportional ON (but Proportional Size is at 1.0 -- very big for a small object like yours, try lowering it with the Mouse wheel, you should see the circle indicating the approximate area of influence going down -- thus all vertices are moving). Then it seems you are hitting G again, thats why you are in another tool then [Vertex Slide].
