Worked: (newest version of Blender that worked as expected)

Short description of error
I'm not sure, but, if you're interested, I found a few problems.

From Tools panel and from hotkey E, they work differently. From hotkey E, there remains excess geometry.:

Using the keyboard shortcut E uses the default extrude tool, not the extrude dissolve and intersect tool. You can tell which tool is used by looking at the last operator panel in the lower left of the viewport.

If this explaination for the behaviour you're seeing is incorrect. Please re-open the case.

Sorry, I missed some stuff. And I forgot the "Invalid" status means you can't reopen the case. This does seem like a bug. I've reopened it in T76038 and will merge these tasks. Please feel free to take over.

Wow I'm really making mistakes with this one. Lack of sleep. I will stop work on developer.blender.org for the rest of the day.
