Operating system: Windows-10-10.0.18362-SP0 64 Bits
Graphics card: GeForce GTX 970/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 445.87

Blender Version
Broken: version: 2.83 (sub 15), branch: master, commit date: 2020-04-25 17:40, hash: rBf418eddf8e1c
Worked: Can't find any, earliest version which I've tried was 2.74 and it behaves the same.

Short description of error
If user enable full screen mode and save this scene as a startup file, it wouldn't be possible to return Blender to the windowed mode after the start from this file. If scene was changed and then user trying to disable fullscreen, it's impossible to close Blender, since it's apparently asking if file should be saved and the window itself never appearing.

As you can see from the video, new preview of this window aren't rendering, so there's literally no window anymore.

Exact steps for others to reproduce the error

  1. Press Window -> Toggle Window Fullscreen
  2. Save startup file
  3. Restart Blender
  4. Toggle Window Fullscreen

Congrats, it's stuck and can be only closed through Task Manager.

I can not reproduce this as well

@Bohdan Lvov (ostapblender) can you try to wipe user preferences and check if that helps?
You can do that by pressing start and type %appdata% hit enter and rename folder Blender Foundation

I haven't been able to reproduce this either. The instructions above only include "Toggle Window Fullscreen", while the video also shows that the 3DView Editor is "Maximize Area" as well (You can see the "back to previous" button. But I can't find any combination of Maximize and Fullscreen that results in what OP reports.

Oh, and it's also has that frozen image of a fullscreen in the alt tab window, if it's helpful anyhow

Interesting.
@Bohdan Lvov (ostapblender) can you press Win+right key few times when Blender window dissappears? If that does nothing, try Win+up key.

No effect, unfortunately. Looks like since I can't select Blender window, it doesn't react to this shortcuts. If Blender was opened not in the fullscreen mode, but I'll turn it on and then press Win+Down to disable it - nothing seemingly happening, BUT I have to press "Toggle Window Fullscreen" to disable it twice. It fullscreen saved in startup file Win+Down leading to the same effect as just clicking on "Toggle Window Fullscreen" - window disappearing and not selectable anymore. I've tried to disable second display with no luck - behavior was exactly the same.

Can you try disabling autohide on start panel and also move it to bottom of the screen?

I'm still unable to retrieve Blender window, but at least it's possible to close it without task manager.

Thanks for info. I have no more questions, but neither ideas what could cause this issue.

I think it is unlikely, that there is bug in Blender involved here. Possibly some 3rd party software or some weird OS/driver setting that could cause this. Unfortunately there is no easy way to check for this. @Bohdan Lvov (ostapblender) if you can investigate this further and poke at things on your side I think would help and possibly even resolve this problem.
