when i press alt+m its showing merge vertices and i select *at centre* option its not merging

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

doesn't look like you can merge two vertices from distinct (unconnected) vertices. If you select two more on each side, you get this:
