Short description of error
The Canvas is no longer following the Cursor when we set the Stroke Placement to '3D Cursor'. Instead as we move the cursor around using Shift+Right click, the canvas stays locked to the center. The only way it is partially working correctly is if we switch the Drawing Plane to Cursor. All of the other Drawing Plane options do orient the rotation of the canvas correctly but it stays locked to the center instead.
I noticed this while following Dedouze's grease pencil tutorial while using 2.83. Please view this timestamped youtube video of him demonstrating in 2.82 what it should do, but this now appears to be broke in 2.83.

Note:
Additionally, there is what seems to be a display bug where the canvas plane is no longer able to be viewed through objects/x-ray, which is even more important. I will make a separate ticket for this though. https://developer.blender.org/T76366
Exact steps for others to reproduce the error
- Create a new basic scene.
- Add a Grease Pencil > Blank object.
- Set Viewport shading to Rendered
- Click Overlays dropdown and enable both Canvas and 3D Cursor
- Click the Stroke Placement dropdown and choose '3D Cursor'
- move the 3D Cursor to a place on the screen other than the default center. Notice that no matter where you move it the canvas stays in teh center.
- Change the Drawing Plane settings to Front, Side, or Top. Notice that the canvas stays in the center.
- Change the Drawing Plane setting to Cursor. notice the canvas finally jumps to the cursor.
