Short description of error
An object linked from an external library can not be renamed with F2:

It CAN be renamed in the Outliner, though: https://i.imgur.com/D38LGJ1.gif

Maybe this also introduces some of the odd behaviour described in my other bug report here:

Exact steps for others to reproduce the error
Try to rename any object from a linked and overridden Library from within the 3D View with 'F2' and then try renamining it from the outliner
