Short description of error
Everything goes back to working order when I press "Delete Edit" for the particles.
I've tried opening the file on two other computers. On one it works as I'd hope but on the other the same issue occurs.

Exact steps for others to reproduce the error
I haven't ran into this issue before now and I can't replicate it.

Hope the solution to this is simple and easy. Thank you for constantly making Blender better and better.

Can confirm it from 2.80 up to 2.83. Couldn't open it in 2.79b (crash).
I'm also on windows and with the same 445.87 driver.
It looks fine if you render it in Cycles or Eevee, but it's messed up in the viewport render preview with Cycles. Here's a more simplified version of that file:

Note that in 2.83 this bug is partially fixed, the object shows correctly in the preview, only the hair doesn't preview correctly.
Exact steps to reproduce:
Open file,
Change the viewport mode to Render preview.

I'm unable to replicate this issue in Blender 2.82a on Linux with a GTX 1050ti driver 440.82 with both the original or simplified file.

@Noah Gonzales (NoahGonzales) are you able to test loading factory defaults by selecting from the top of Blender "File>Defaults>Load Factory Settings" then open your file with "File>Open" ?

Are you also able to copy your character to a new blender instance? This can be done by opening Blender then select from the top of Blender "File>Append" then find your .blend file with the character and open it. Inside will be a bunch of folders, go into the "Objects" folder and select everything (Press A) then select "Append" in the bottom right. Does the issue also occur in this new .blend?

Considering this bug is hard for you to reproduce from scratch and that I'm unable to reproduce it on my computer. It may not be something the developers can fix. Not entirely sure.

Thanks for trying. I will leave the handling of this issue up to the developers. I'm unable to shed much light on this as I'm unable to reproduce it and have never experienced it before.

I could reproduce in 2.82a, but not in 2.90

2.9 behaves as like what I said about 2.83. The bug is partially fixed, the emiter shows correctly in the preview, but the hair doesn't.

2.9 has the same issues for 2.83 on my end. The only difference between me and @Gilberto Rodrigues (gilberto_rodrigues) 's results is my rendered image has the same cropping of the hair.
