Short description of error
Numpad "." not giving correct feedback for 3dView, although it does for other windows.

Invoke the keymap editor. In the keybinding field, enter the numberpad "."
While the editor gives correct feedback for several windows, it does not for the 3dView, giving instead the "full-stop/period" keymapping instead.

Can't redo this, changing the shortcut for all keymaps shows Numpad .

Could you give detailed steps to redo the error?

Sure: here's a screengrab of the keymap edit. The keypress entered in the search field is the numpad ".", not the "fullstop" or "period" key. For the 3dView entry, the result given is the pivot pie menu, and not "frame selected". (Tested w/2.83 )

So the process is to enter the numpad "." in the keymap keybinding search field.

If you search under keybinding for Numpad along with the required character you get the proper results shown for every single key apart from the numpad period key and the numpad minus key. The only way these show up on a keybind search is to keep the search more general and just search for Numpad without . or -

It's a search problem rather than a key assignment problem in other words.
