Cycles - doesn't render cone correctly

System Information
Operating system: Windows 7 Pro 64-bit
Graphics card: Nvidia GeForce GTX 1060 6gb

Blender Version
Broken: 2.79, 2.82, 2.90

Short description of error

It appears that the Cycles render engine is not handling the normals of a cone mesh object correctly.
The cone is always being rendered with hard light breaks between the faces.
Although the Eevee renders the lighting pattern somewhat differently, there are no hard light breaks.
The old internal renderer of Blender 2.79 also rendered a cone more correctly.

These are shadow terminator artifacts. In Blender 2.90 there is an option to shift the shadow terminator to avoid this issue on low poly models. See D7634 and T68920.

Yes, there is a shadow terminator added into 2.90
But I must say that by the time the hard edge has been (mostly) removed, the resulting shadowing is too dark and too strong... not very pleasing.
